Grade 3.—Generally dilapidated, damp, dark, and
dirty, but subject to remedy either under Sec.
28 of the Housing, Town Planning, etc., Act,
1919, or the Public Health (London) Act, 1891 266
Grade 4.—Few defects, capable of being remedied
under the Public Health (London) Act, 1891 1,347
Grade 5.—Satisfactory 1,819
Total 3,453
Increase of Rent and Mortgage Interest (Restrictions) Acts,
1920-1923. During the year seven applications were made
by the occupiers of seven houses for certificates that the houses
occupied by them were not in a reasonable state of repair.
Two certificates were granted. In three cases the applications
were withdrawn before they were considered by the Public
Health Committee as all the work necessary to put the houses
in a reasonable state of repair had been carried out expeditiously.
It is the usual practice, when such an application is
received, to inspect the house and serve notices for the defects
which exist. If these are amended it is found in practice that
no further action is necessary. An owner is entitled to a
certificate when he has complied with the terms of the original
certificate given by the Council to the occupier. In one
instance an application was made by an owner for this certificate
; as the work had been satisfactorily carried out his
request was complied with.
