HIGH STREET FLATS AREA.
34. This area was fully reported on in 1913 (see Annual
Report, 1913).
On the 16th January, 1914, the Medical Officer of Health
made a representation to the London County Council, under
Part I. of the Housing of the Working Classes Act, that
the most satisfactory way of dealing with the insanitary
conditions existing at the High Street Flats Area was an
improvement scheme for the rearrangement and reconstruction
of the streets within the area.
The London County Council replied stating that there is
nothing in the arrangement or condition of the area generally
which would justify an improvement or reconstruction
scheme, and that the houses can be properly dealt with
either by means of closing orders or by the service of sanitary
notices under the Public Health or the Housing Acts.
The Highways Committee of the London County Council
has had the matter of widening High Street at this point,
for the purposes of the trams, under consideration, but has
failed to come to any decision.
The Council resolved to serve notices under the Public
Health (London) Act on the owner of Sydney, Albert, Fore,
and Stanley Houses, to abate the nuisances and execute prescribed
works. This was done; the walls of the dark
recesses caused by the back additions, were whitened to the
top; additional windows were provided and other works for
