It appears, however, that in many cases where tarpaulin
sheets are used, these are not loose and
detachable as in Woolwich, but are fixed on to a
frame work so that the cart can be partially covered
during the process of collection. This is the case in
the Borough of Greenwich.
It is very desirable that some more effectual steps should
be taken for preventing the dust being scattered by
the wind and spilt in collection and removal, and I
recommend that in future contracts a condition should
be made that suitable vans should be used with fixed
covering, which would allow the carts to be partly
covered in collection; and that similar vans and
coverings should be purchased for use in the Parish
of Woolwich, wherever it is necessary to replace the
present dust-vans.
Dust Inspectors are employed in all Boroughs but
Bermondsey, Bethnal Green, Camberwell, Deptford,
Hampstead, Stepney, Woolwich, Acton, and Croydon."
The consideration of this report was deferred.
TRADE REFUSE.
31. During the past year there have been 1,709 (5,271
in 1913) receptacles of offensive trade refuse removed. There
are now 12 (45 in 1913) tradesmen on the books from whom
offensive trade refuse is removed. Certain manure manufacturers
collect offensive trade refuse free of charge, and
hence the fall in numbers collected by the Borough Council.
The charge made for inoffensive refuse is 1s. 6d. per
load, and 2d. per bushel, and for offensive refuse at the rate
