From May, 1936 to the end of December, 1939, 2,108 certificates of
overcrowding (Orange Forms) had been sent to the L.C.C. Of this number
the L.C.C. have rehoused 609 families, 101 within the borough and 508
outside.
In the process of slum clearance, 636 cases of overcrowding fiave been
abated.
696 cases of overcrowding have been abated by owners transferring
tenants and by reduction or removal of families.

Underground Rooms.—At the beginning of the year there were 5,843
underground rooms which did not comply with the Housing Act and the
Regulations made thereunder.
During the year 48 unfit underground rooms were demolished in
Clearance Areas and in the demolition of unfit houses, thus leaving 5,795
still to be dealt with.
