The summonses in respect to Nos. 22, Brunswick Street, 57, Great Eastern
Street, 119 and 323, Hackney Road, 190, High Street, 37 and 39, Paul Street, and 23,
Waterloo Street, were taken out against persons doing work in contravention of the
London County Council's by-laws as to water-closets, principally for failing to give the
necessary notice to the sanitary authority before starting the work. With regard to
No. 22, Brunswick Street, the summons was dismissed owing to the Vestry being
unable to produce as evidence a copy of the Council's by-laws certified by their clerk.
The penalty in the case of No. 54, Essex Street, was imposed upon the owner of
that house for an assault upon inspector Quelch whilst in the execution of his duty
by pushing him down the front steps. With regard to Nos. 27, 29 and 31, Queen's
Road, summonses were taken under the Public Health (London) Act, 1891, on account
of general insanitary conditions, and also under the Metropolis Management Act, for
failing to comply with certain requirements as to the drainage; it was the latter
proceedings which failed.
The summonses against the owner of Nos. 102, 104, 106, 108 and 110, Wilmer
Gardens, were withdrawn by reason of the necessary work having been completed.
The case was several times before the Magistrate, but eventually the property having
changed hands, the case was adjourned for three months for the Vestry's notices to be
complied with. Under inspector Quelch's supervision an extensive piece of work
involving reconstruction of water closets and soil-pipes, paving of sculleries with
impervious material, repairing of the yards, and general cleansing was carried out, and
a most satisfactory sanitary improvement effected.
With respect to No. 15, Rivington Street, proceedings were taken on a summons
by inspector Jordan against a builder for carrying out work in contravention of section
42 of the Public Health (London) Act, 1891, a water-closet was wilfully constructed so
as to be dangerous to health, the work having been executed in a very unsatisfactory
manner.

The following list comprises the houses which were closed duriug the year either
in consequence of the service of sanitary notices as being unfit for habitation, or in
order to enable the necessary works to put them in a proper sanitary condition to be
carried out in an efficient manner:—
