A complaint having been made against Mr. Winn,
alleging that his dust-yard in Gloucester Street, Curtain
Road, was a nuisance to the inhabitants of some
adjoining houses, I directed that a wall should be built
up to serve as a screen to intercept the escape of dust
or effluvia from the premises. I believe that, provided
proper precaution be taken to prevent accumulation,
and due regard be had to cleanliness, no reasonable
ground of complaint need arise. The business of a
scavenger is classed amongst the " offensive trades."
There is however no trade more necessary to the health
and comfort of a community, We are very glad to get
rid of the " offensive " and dangerous matter from our
dwellings. There must be, within accessible distance,
depots for its temporary reception. To indict all these
places indiscriminately as nuisances, and to close them,
would certainly be followed by the far greater and more
dangerous consequence of accumulations of fermenting
dust-heaps in our dwellings. It is however right to
insist that these depots shall be established in bye-places,
where they can occasion the least possible annoyance;
and that they shall be conducted with the strictest
attention to cleanliness and order.
The Inspectors have completed the examination of
the licensed slaughter-houses; and report that these
places are in a satisfactory condition. It has only been
necessary to direct the execution of a few works of
secondary importance.
