(d) Properties included in a clearance area may be dealt with either by(i.)
Requiring the owner to demolish the properties ; or
(ii.) By the Council itself acquiring the properties at site value, and afterwards
undertaking demolition.
(d) (ii.) is the course which it will be necessary to adopt in cases where it is desired to
develop a cleared site or to retain it as an open space, and the necessary negotiations will be
undertaken by the District Valuer on behalf of the Council.
III. -After a preliminary survey of the question of re-housing persons displaced from
the areas outlined in the foregoing programme and consideration of the Engineer's report
thereon, it may not be possible to re-house the whole of such persons on the cleared sites, and
we therefore recommend that in respect of any clearance or improvement areas which may be
designated subsequently, the Council should agree to allocate for the erection of the necessary
accommodation whatever portion of the Curzon Crescent land may be found to be required
therefor, and that the consideration of any other scheme for the development of the Curzon
Crescent land should be deferred until our final reports have been submitted.
IV. -We would point out that the necessary detailed inspections of the properties
included in the foregoing programme will involve considerable additional work in the Health
Department, and we accordingly recommend the Medical Officer be authorized to advertise
for two additional temporary Sanitary Inspectors at scale salary, and that the appointments
be made by the Establishment Committee at its September meeting.
We further recommend the Council to adopt the following scheme, which consists entirely of
improvement areas, in respect of the second quinquennial period:-
1938-43.
During this second five-year period work on other Improvement Areas in Willesden
will be commenced. These Improvement Areas are probably all included in the following:-
South Kilburn.
All that portion of the Urban District that lies south of the London, Midland and
Scottish Railway main line, and east of Salisbury Road, excepting the 12 Clearance Areas
and the Improvement Area mentioned above. There might be several Improvement Areas
scheduled here, but the bulk of the property in this area requires reconditioning. This means
that 1,506 houses inhabited by 18,685 persons require to be dealt with.
Lower Place.
The area to be dealt with here comprises Barrett's Green Road, Corby Road, Steele
Road and Disraeli Road. 159 houses inhabited by 1,714 persons are involved.
Stone bridge.
The properties requiring attention in this area are situate in Carle Avenue, Milton
Avenue, Shakespeare Avenue, Shelley Road, Shrewsbury Road, Melville Road, Winchelsea
Road, Mordant Road, Wesley Road, Brett Road, Barry Road, Denton Road and Hillside
from Shrewsbury Road to Denton Road. There are 1,036 properties housing 9,297 persons
to be dealt with in this group.
Kensal Green.
The area requiring attention here involves Hiley Road, St. Margaret's Road, Earls mead
Road, Greyhound Road, Felixstowe Road, Hazel Road, Ravens worth Road, Victor Road,
Napier Road, and that portion of Purses Road which lies west of College Road. This includes
603 houses with a population of 4,772.
It is not easy to give an estimate of the amount of overcrowding in these areas but it
is not inconsiderable, and houses would require to be provided for persons displaced from
such areas.
3.-On consideration of the report dealing with the question of overcrowding, the enforcement
of the bye-laws with regard to houses let in lodgings, and housing inspection generally, we are of
opinion that steps should be taken to arrange for a census of the houses affected by the bye-laws
mentioned, with a view to the bye-laws being actively administered. This step will, in our opinion,
form an important link in the whole scheme for the amelioration of overcrowding and similar conditions.
For these purposes the Medical Officer reports that two further Sanitary Inspectors (permanent)
and one additional Clerk will be required, and we concur in his report. We recommend-
(a) That the Medical Officer of Health be authorized to take the necessary steps to carry
out the census of houses let in lodgings ;
(b) That he be authorized to engage such additional assistance to the extent indicated above,
as and when it becomes necessary.
We would remind the Council that these three appointments are in addition to the two Inspectors
already mentioned in Clause No. 1 (IV) of this Report, and that, so far as the total of four Sanitary
Inspectors is concerned, the appointments will be subject to the approval of the Ministry of Health.
