The Ministry of Food has for some time pressed the Borough
Council to carry out the work of clearing rats from our sewers.
Whilst it will be obvious that there are rats in our sewers, there is
no evidence that infestation is heavy or that it constitutes a Public
Health problem. This matter is to be considered by the Public
Health Committee at an early date, when the decision may be taken
to carry out a 10 per cent, test on all sewers in the district.
Shops Acts, 1912-1936 .—As noted elsewhere in this Report,
members of the sanitary staff have not had sufficient time to carry
out as much work under the Shops Acts as one would wish to see.
The work undertaken has been more or less confined to the
investigation of specific complaints, and to the inspection of food
premises. It is hoped that the addition of one Sanitary Inspector to
the present staff will allow more ground to be covered, although it
is unlikely that we will be able to return to our pre-war practice for
some considerable time. The work of our sanitary staff has had to
be governed very largely by the degree of urgency of the work
involved. Although it plays its part in public health administration
and is for that reason important, no one can say that work under
the Shops Acts ranks, at the present time, with housing and the
mitigation of public health nuisances which have a more direct
bearing on the welfare of the individual and of the community. We
will continue to do as much as is possible, especially in regard tothose
premises, the nature of whose business can affect the public
health. This applies particularly to food premises and cafes.
