Adulteration, etc.
The Kent County Council's Inspector took 177 samples of various foods
in this district, of which 171 were found to be genuine.
One sample of whisky was adulterated with 18.9% of added water and proceedings
resulted in the Licencee being fined £10 0s. Od. with £10 10s. Od. costs.
Two samples of gin contained 30.8% and 31.2% excess water. The
Manager of the licensed premises was prosecuted and convicted for wilfully
obstructing the Sampling Officer in the course of his duties and was fined
£5 0s. Od and £5 5s. Od. costs.
One sample of milk was 7.3% deficient in fat. The dairyman was convicted
and fined £2 0s. Od. and £1 1s. Od. costs.
Two samples of liqueur ginger were found to contain only 88.6% and
88.2% respectively of the alcoholic strength claimed. The manufacturer was
cautioned.
Factories Act, 1937.
Visits paid to factories totalled 90 and in addition to verbal intimations
regarding small defects, 31 written notices were served and complied with.
These dealt mainly with minor defects.
Rats and Mice (Destruction) Act, 1919, and Infestation Order S.R.O. 1943.
Complaints received from various parts of the district and investigated
numbered 221. When considered necessary, the drains of premises were tested
with smoke and any defects found made good.
The foul-water sewers were treated on two occasions during May and
November /December pre-bait and poisoned bait being laid in the manholes and
side entrances. In May, 255 manholes were baited and pre-bait takes recorded
in 137. The figures for November /December were 270 manholes baited and
pre-bait takes recorded in 129. It is estimated that 1,619 rats were killed in
consequence of these treatments.
The Special Scheme for the systematic inspection of all premises in the district
in connection with rodent infestation commenced in September, 1946, and continued
during the year until completion at the end of June.
