GENERAL PROVISIONS OF HEALTH SERVICES
FOR THE AREA.
NURSING ARRANGEMENTS, CLINICS, HOSPITALS
AND OTHER INSTITUTIONS AVAILABLE
IN THE BOROUGH.
The outbreak of war on 3rd September, 1939, necessitated
temporary cancellation, modification and re-arrangement of
certain health services. Information regarding such alterations
will be found in the appropriate section of this Report.

In 67 instances no inquest was considered necessary in view
of the post-mortem findings that death was due to natural causes.
ESTABLISHMENTS FOR MASSAGE AND SPECIAL
TREATMENT.
On 1st April, 1934, the Leyton Corporation took over the
powers and duties contained in Part IV of the Essex County
Council Act, 1933 ; and since that date it has been illegal for any
person to carry on an establishment for massage and special
treatment in the area without a licence from the Council. Your
Council has designated me as the person authorised by Sec. 61 of
the Act to enter and inspect premises.
In September, 1934, your Council made Byelaws for the
regulation of these establishments. These Byelaws deal with
fees and charges, advertising, the conduct of the business, and the
records to be kept. With regard to conduct of the business, it
is laid down that—
" A licensed person shall not do, suffer, or permit in the
establishment, any act of an indecent or disorderly character,
