come under the Act. The following include the chief circumstances
which will bring defective children under the operation of
the Act:—
1. In the case of idiots, imbeciles, or feeble-minded, at the
request of their parents or guardians.
2. In the case of neglected or ill-treated defectives.
3. In the case of defectives convicted or liable to be convicted
of crime.
4. In the case of defectives liable to be sent to an industrial
school.
5. In the case of moral imbeciles.
With regard to these groups, certification of idiots and
imbeciles is to be made by two medical practitioners, one being the
family doctor (if possible) and the other a medical practitioner
approved for the purpose by the Local Authority. In addition to
these two certificates, in the case of the feeble-minded an order
must also be obtained from a Justice of the Peace.
EPILEPTIC CHILDREN.
One girl is still at Chalfont St. Peter's. One boy has been
sent to the Home for Epileptics at Maghull, Liverpool. Children
who suffer from Epileptic Fits, not too frequent or too severe, are
encouraged to attend ordinary schools.
PROVISION OF MEALS.
The same arrangements for feeding necessitous children
attending the elementary schools as formerly reported are still in
existence.
The attempt to estimate the effect of feeding the children by
weighing them weekly has not been successful.
