(Administrative Provisions) Act, 1907, they require that a report
"should be made by the School Medical Officer to the"
" Local Education Authority, who will send two copies "
"of it to the Board of Education, with any observations"
" which they may desire to submit as soon as practicable "
" after the expiration of the year to which it relates. It"
" will be understood that Reports which are for the "
" information of the Board of Education may well include "
"statements of local circumstances and conditions which "
" would be superfluous if they were intended only for the "
"information of the Local Authority. The Annual"
" Report should relate to the Calendar year, and the first "
" Annual Report should be made up to the 31st December,"
" 1908."
In accordance with the above I now submit to you the Report
for the year 1908.
The inspections were commenced on September 7th, you
having appointed an Assistant Medical Officer (Dr. Kirkhope) and
a school nurse to act unddr my instructions.
The system I have adopted is as follows:—I first called a a
school, and in consultation with the Head Teacher of the Department
(the Infants' Department has been in all cases chosen, as I commenced
with the inspection of children who had entered school for
the first time since July, 1908) fixed on a suitable room, this being
in almost all cases a class-room. Then I asked the teacher to
make a list of all those children who were eligible for inspection as
above, and to send out a printed notice* to the parents requesting
them to attend at the school at a certain time. By experiment I
found that eight children could be examined in an hour, so to avoid
inconvenience and crowding four parents were notified to attend
every half hour during the two school sessions.
