TO THE CHAIRMAN AND MEMBERS
of the
EDUCATION COMMITTEE
Ladies and Gentlemen,
The average number of children attending the Council's
Elementary Schools in 1908 was 20,133, against 20,170 in 1907,
and ] 9,740 in 1906.
The Cottage Gardening scheme, inaugurated in 1906, is
patronised by increasing numbers, viz., over 200 in 1908, 154 in
1907, and 70 in 1906.
The School Swimming Association, of which Mr. Councillor
Hurry is President, is doing excellent work in encouraging
swimming amongst the school children of both sexes. The
Association has during the year awarded no less than 911 certificates
and medals for life saving and swimming. Thus it is seen that
every facility and encouragement is given for acquiring this healthy,
useful, and almost necessary art.
Respecting the health and condition of scholars by reason of
the duties imposed upon us by the Board of Education under the
Act of 1907, I am now able to furnish you with figures and data
which were not obtainable before we commenced routine medical
inspection of school children.
In the circular (No. 596) issued by the Board of Education
on certain questions arising under Section 13 of the Education
