School Canteens.
The year saw some decided progress in establishing a standard
mutually acceptable to the Education Authority and to this Council
concerning the compliance of School Canteens with the Food Hygiene
Regulations.
Also satisfactory was the notification to you under the Essex
County Council Act 1952, Section 105, of new canteens.
A procedure now exists whereby new plans are subject to
consultation with me, and schools already built are dealt with locally
through the Divisional Education Officer. The need for considering
points other than of maintenance or decoration should seldom arise
if the agreed system is carefully followed. The most important single
factor in achieving satisfactory liaison is not based on a legal standard
only but on a thoughtful approach and recognition that problems of this
nature are of common interest. The fact that school canteens are
provided by one Authority and the responsibility for supervising them
under the Food Hygiene Regulations is the duty of another, should be
of only incidental importance.
Shellfish.
Samples of peeled prawns, potted shrimps, cockles and winkles were
sent for examination during the year with the results as under-noted: —

These results may not be regarded as unequivocally satisfactory,
but in view of the circumstances possibly attendant upon products of
this kind they should probably not be regarded as particularly
unsatisfactory.
Slaughterhouses Act, 1958.
A comprehensive report was duly made on the existing and future
requirements of the population covering their meat supply and the
slaughterhouse provisions estimated as necessary to cope with it.
It does not seem that this District is likely to require for its own
needs any material change.
Meat—Cystieercus Bovis Infections.
Cysticercus Bovis infections are occasionally found and can be
inconvenient. A procedure has been devised for holding and/or
refrigeration depending upon the examination results.
