covered are such as would be expected to arise from
time to time in older properties and are commonly:—
Defective inside plastering, dirty walls and ceilings,
defective guttering and downspouts, roofing, dustbins,
broken sash cords, defective window framing,
firegrates, coppers, flooring, etc., the occurrence
of stoppages in drains and defects arising in drains
by settlements, etc., together with dampness in house
walls.
1 (c) How far the defects are due to neglect of
Owners or Tenants:—
Generally speaking the owners of property endeavour
to maintain their houses in a state of repair
and on the receipt of an Informal Notice comply
with its requirements. Moreover certain defects
which could only be legally dealt with by the service
of Statutory Notices under Section 3 of The Housing
Act, 1925, are frequently remedied as a result
of their inclusion on the Informal Notice issued.
In the case of houses let in tenements, especially
when sub-letting has occurred, the tenants are apt
not to exercise proper care in preserving, clean and
intact, the plastering of walls, to neglect the cleansing
of yards, and the proper use of water closets and
dust receptacles, and also at times indulge in keeping
fowls in the yards, not in the most cleanly condition.
In some cases the Bedding and Rooms are
permitted to become verminous and dirty. The
owners of such tenements are therefore more
frequently called upon to effect cleansing work and
repairs than would be involved with more careful
tenants.
BYE-LAWS RELATING TO TENTS, VANS & SHEDS.
The Council adopted Bye-Laws under Section 9
of the Housing of the Working Classes Act and
submitted them for approval to the Ministry of
Health but approval has not been received.
There is a considerable number of caravans constantly
in the district and it would be an advantage
to have Bye-Laws to control them.
