Council of Hendon.
Ladies and Gentlemen,
I have the honour to submit to vou my report for the year,
1923.
It has been said that that country is happy which has no
history and the aphorism applies equally to Public Health
Departments.
The year 1923 has been on the whole an uneventful year
in the matter of Public Health. Whether this is to be
ascribed to good luck or efficiency is not for me to say.
The Birth Rate, 15.29, is the lowest recorded except in
the exceptional year 191S when it was 12.09.
The Corrected Death Rate, 7.8, is the lowest yet recorded,
the rate for 1922 being 9.00 and for 1921 (the lowest
previous rate) 7.9.
The Infant Mortality Rate, 46, is a very low rate and
only 1 above that of 1922 which is the lowest recorded.
