The ten - year programme to bring the whole of the Urban District under Smoke Control continued according to schedule and by the end of the year the following progress had been made:-

These areas account for 69% of the area of the district
and 41% of the dwellings in the district.
Once again all Smoke Control Orders submitted for confirmation
duringthe year were duly confirmed without any objections
having been lodged. The Detailed Survey which takes place before
an Order is submitted for confirmation and involves a visit
by the Smoke Control Assistant to all premises in the Area, provides
an excellent opportunity for discovering possible objectors.
Our immunity from objections may be partly due to the fact that
in every case where opposition to smoke control is found I make
a personal visit and discuss any aspect of smoke control which
the complainant wishes to raise. Wrong ideas about the possible
effect of a Smoke Control Order or the cost of complying with
it are fairly common and once these misconceptions have been
removed the rest is not difficult.
Contraventions against the requirements of Smoke Control
Order are quite few considering the number of premises now
affected. Elderly people who, understanderably, find it difficult
to change long established habits form a large proportion
of the offenders. Demonstrations of the proper use of coke-
