Enforcement Proceedings
One prosecution was taken during the year in respect of
the non-compliance with Statutory Notice served under Section 93
of the Public Health Act, 1936. The defendant was fined £20 and
the Council awarded £10 costs.
Twelve Court cases were taken under the Offices, Shops
and Railway Premises Act, 1963 (resulting in total fines of £48
and costs of £13); 13 under the Food &. Drugs Act, 1955 (fines
totalling £70, costs £89.40); 5 under the Shops Act, 1950 (fines
£11, costs £8); 2 under the Consumer Protection Act, 1961 (fines
£15, costs £23.75); 1 under the Noise Abatement Act, 1960 (fine
£5, costs £2) and 4 under the Civic Amenities Act, 1967(fines £70,
costs £11)—all these cases being reported in more detail elsewhere
in this report under their appropriate headings.
Refuse Disposal
Refuse disposal arrangements for this Borough became the
responsibility of the Greater London Council (Department of
Public Health Engineering) on 1st April, 1965.
Household and shop refuse, street sweepings, gully detritus
and waste material, is delivered direct by the Council's collection
vehicles to landfill sites at either Baldwins Farm, Upminster
or Little Belhus, South Ockendon. Both tips are owned and operated
by private contractors.
Trade refuse can be taken by tradesmen to the G.L.C.
transfer station at Frizlands Lane, Dagenham, where a charge is
made, depending on weight or capacity.
A civic amenity site is operated by the G.L.C. at Gerpins
Lane, Upminster where Havering residents may deliver most types
of waste materials emanating from private dwellings, including
garden refuse, but not old cars or large quantities of car parts.
Should any resident wish to dispose of an old car, it may
be taken to the G.L.C. depot at Frizlands Lane, Dagenham, during
any working day, including Saturday morning, where it will be
accepted free of charge, subject to the signing of a surrender
form and , if possible, the vehicle log book.
