Noise Abatement
Fifty five complaints were investigated during the year
—an overall increase of 17 on 1969. Fifteen referred to industrial
premises, 24 commercial, 13 domestic and three were in
respect of noisy ice cream chimes. One ice cream vendor was
prosecuted under Section 2 of the Noise Abatement Act, 1960
for operating a loud speaker to play musical chimes before
noon. A fine of £5 was imposed and costs of £2 awarded the
Council. In all other instances informal action was sufficient
to effect a reduction in noise levels.
Observation continued to be kept during the "season"
on the speedway racing activities at "Brooklands", but the
noise level was never sufficient to take any formal action despite
numerous complaints from residents living close to the speedway.
However, it is understood that private action is being
taken by a local resident.
Civic Amenities Act, 1967
Four prosecutions were taken by the Council during the
year under Section 19 of the Civic Amenities Act, 1967. Two
were in respect of the dumping of rubbish and two in regard to
abandoning motor vehicles. Fines totalling £70 were imposed
and costs totalling £11 awarded the Council.
Rag Flock & Other Filling Materials Act, 1951
Routine inspections continued to be made to the three
registered premises in the Borough and two samples were submitted
to the Prescribed Analyst for examination. In each case
a satisfactory report was received.
Pet Animals Act, 1951
Twenty eight licences to keep a Pet Shop were renewed
for the year and one new licence was issued during the year.
Five of these licences were in respect of stalls in Romford
Market. At the end of the year this figure was reduced by three,
the businesses in question closing down.
A fee of £2 is payable for eaqh of these licences.
Riding Establishments Act, 1964
Nine licences to keep Riding Establishments were issued
for the year 1970 (8 renewals, 1 new establishment), but at the
