Building Control
Liaison with the Borough Engineer & Surveyor and the
Borough Planning Officer continued during the year in connection
with the scrutiny and study of plans which had a "Public Health"
aspect. In all some 350 plans were referred to us during the year
and our observations and recommendations made to the Borough
Engineer & Surveyor or the Borough Planning Officer so that our
proposals could be included in amended plans where necessary
before approval and/or consent was given.
Land Charges Act, 1925
The procedures regarding land charges enquiries as outlined
in lastyear's report remain the same, the necessary liaison being
maintained with the Town Clerk's Department in respect of the
6,975 searches which were made during the year 1970.
Clean Air Act, 1956-Smoke Control Areas
In the early part of the year a further 22 properties had been
adapted in Havering (No. 5) Smoke Control Area, making a total
of 642 out of the 729 applications approved.
The Havering (No. 6) Smoke Control Area which had originally
been phased for 1970 was deferred.
Due to the anticipated shortage of solid smokeless fuel
during the winter of 1970/71 the Council asked for authority
from the Minister of Housing and Local Government to suspend
four Smoke Control Orders. The necessary approval was forthcoming
and the fourOrders were lifted for the period 1st November,
1970 to 31st March, 1971. This enabled householders to burn
bituminous coal in these four areas.
This decision necessitated circulars being delivered to
some 15,000 dwellings in addition to the publication of formal
notices in local newspapers and notifying all fuel merchants and
and other interested bodies and persons.
Investigation of Atmospheric Pollution
The seven sites in the Borough containing instruments for
the daily measurement of smoke and sulphur dioxide in the atmosphere
were all continued during the year. These instruments
