Before these proposals were submitted to the Minister it was
necessary to collaborate with the Housing and Town Planning Committees,
to consider other aspects including the development of sites,
compulsory purchase of land and properties in the areas, and land
or properties adjoining the areas, the sequence in which these areas
should be dealt with to fit in with Council development, and rehousing
of the displaced families.
The form of proposals also included areas which had been submitted
to the Minister in 1954, and the following premises are
within that category:—

A public inquiry was held with regard to three of the above
areas, and the Minister later confirmed all the Clearance Areas and
Compulsory Purchase Orders.
Housing Repairs and Rents Act, 1954
Repairs Increase and Certificates of Disrepair.
The above Act, which came into force on the 30th August, 1954,
imposed a duty on Local Authorities to issue Certificates of Disrepair
where the landlord claimed a repairs increase in rent and the tenant
felt that the house was not in good repair and was not reasonably
fit for occupation. A charge of one shilling is made for a certificate,
or for the revocation thereof.
Many owners have availed themselves of the provisions to
increase the rent by two-thirds of the statutory allowance where
the tenant undertook to carry out internal decorative repairs.
