Seventeen Assistant Sanitary Inspectors have served
under me and it is most gratifying to record that eleven of
them became Chief Inspectors of important districts. I am
fully conscious of the debt I owe to my Assistants and other
members of the staff for their great loyalty and their unremitting
help and co-operation.
Mr. Gray, my Senior Assistant, has now been appointed
Senior Sanitary Inspector and Mr. Yates as his deputy. I
am confident they will fill their new positions to the entire
satisfaction of the Council.
I desire to place on record my great appreciation of the
assistance I have received from time to time from owners of
property, their agents and advisers, and the proprietors of
business undertakings with whom I have been brought into
official contact. It has been mainly the result of their cooperation
that has made it possible to secure compliance with
the various Public Health, Housing and other Acts, by informal
action. Very few statutory notices have been served
and only on comparatively rare occasions has it been necessary
for the Council to resort to legal proceedings.
In conclusion, I wish to express my gratitude for the
kind consideration and unfailing support I have received
from the Council during my 37 years service as Sanitary
Inspector for the District.
I am,
Your obedient Servant,
E. J. FRANKLIN,
Chief Sanitary Inspector.
