combined cesspool and gulley emptier.
During the course of the year, of the 2,230 houses the construction
of which was completed, 10 were drained by means of cesspools.
There has grown up in the Crews Hill Area a residential district
of some 60 houses, all drained by means of cesspools.
In some cases the owners empty the cesspools themselves; in
others, the cesspools are emptied at somewhat irregular periods by
the Health Department on the request of the owners.
Generally the position is unsatisfactory, for the cesspools tend
to overflow, the ground has become sodden as a result of this overflow,
and artificial streams consisting of the effluent from the cesspools
have existed in the District.
Repeated complaints have been received concerning these conditions,
and the Council has now determined to erect a small sewage
plant locally to deal with the drainage from the houses in this area.
It is hoped that further development in Enfield will be restricted
to houses that can be placed on main drainage.
CLOSET ACCOMMODATION.
All the houses in the Urban portion of the District are supplied
with W.C.s of various types, the majority being those of the "washdown"
pattern. In the Rural parts of the District the accommodation
consists of water-closets connected with cesspools, or earth-closets,
or privies with movable receptacles. I am not aware of any middens
in the District.
Every week one man in the employ of the Council attends some
few earth closets in a Rural part of the District.
REMOVAL AND DISPOSAL OF HOUSE AND TRADE
REFUSE.
At the end of the year the Council possessed the following
vehicles for the collection and disposal of refuse.
9 "S.D." Freighters.
1 Tuke and Bell Barrier Type Petrol Vehicle.
1 Bedford 2-ton General Purpose 3 way Tipping Lorry.
1 Dennis Refuse Collection Vehicle.
A weekly collection of household refuse was made throughout
the District, and market refuse was collected every Saturday evening
from the Market in Enfield Town.
