the nearest branch library. So far as private libraries
are concerned, they are notified of houses where cases
of infection exist, and are requested to arrange for the
books to be brought to this office for disinfection.
In all cases, whether public or private libraries,
instructions are given to the borrower that no more
books are to be borrowed until those have been given up.
This routine practice has been in operation since
1934 and gives satisfactory results.
Smoke Abatement.
During the year a total of 15 observations was made.
In three cases chimneys were found to be emitting smoke
for a period in excess of that laid down by the byelaws.
In each case the fact was immediately brought to the
notice of the firms concerned and no furt her trouble was
experienced.
During 1938 the Council became a member of the
Greater London Advisory Regional Smoke Abatement
Committee.

by Byelaws.
Offensive Trades—Fried Fish Shops.
There were 23 fried fish shops in the district at the
end of 1938, to which a total of 215 visits was paid during
the year. No new businesses were established.
Rag and Bone Dealers.
19 persons were seen to be exchanging toys for rags
in contravention of section 154 of the Public Health Act,
1936. Warning letters were sent in each case.
