4. Subject to their prior use for accident cases and cases of
sudden illness, the ambulances will be available for the removal of
private cases of a non-infectious nature. For the use of the
ambulances for private cases, a permit (on the Council's prescribed
form) must be obtained from a medical practitioner, or, in cases
of emergency, from the Chairman of the Council, subject to the
exception in rule 7. Upon the arrival of the ambulance the permit
must be handed to the Driver or Attendant.
5. The use of an ambulance is permitted on condition that
the Council shall not, under any circumstances, be liable for any
delay in the removal or non-removal of any case and shall not be
liable under any circumstances for any loss or injury to any patient
or person accompanying a patient.
6. A private patient must be ready to be removed upon the
arrival of the ambulance and the attendants will assist, if requested,
in the removal of the patient to and from the ambulance, and the
house or hospital, but neither the Council nor its employees shall
be liable for any injury that may happen to any patient from any
cause whatever during such removal.
7. The ambulances are not available for the removal of
drunken or infectious cases, or for the removal of dead bodies.
The use of the ambulances is not permitted for the conveyance
of private cases when a public or other means of conveyance can be
used.
8. Maternity cases shall not be removed unless an official
permit has been obtained from a local medical practitioner or, in
respect of cases to be admitted to hospital under the Council's
scheme, from the Clinic Medical Officer. In respect of maternity
cases of extreme urgency, however, a certified midwife may call
the ambulance. In all maternity cases a state-certified midwife
must travel with the patient.
9. When a permit has been obtained application for the use
of the ambulance for the removal of a private case must be made
to the Chief Officer of the Fire Brigade.
10. The attendant in charge of the ambulance is instructed
to collect removal fees for which an official receipt will be furnished
by him.
