RAG FLOCK AND OTHER FILLING MATERIALS ACT,
1951.
There are no premises in the district licensed under the Rag
Flock Act.
RIDING ESTABLISHMENTS ACT, 1939.
There are now four stables from which horses are hired, for
the purpose of riding.
Animals, consisting of 33 horses and 56 ponies, were inspected
by the Veterinary Surgeon appointed for the purpose. Four visits
were made and the animals were reported to be in good health.
The Inspectors paid a further 55 visits.
It has not been necessary to require any substantial improvements
to stables.
RIVERS AND STREAMS.
I am informed by the Engineer and Surveyor that apart from
the normal maintenance of streams and rivers for which he is
responsible, only the normal patrolling has been found necessary.
The Inspectorial staff also keep observation of rivers and
streams principally to detect pollution, and 94 visits were made for
this purpose.
A watch is also kept for rodent infestation in the banks where
rubbish is liable to accumulate and any affected lengths are treated.
Rainfall and Flooding.
The year under review started well, with rainful below average.
In the March-April period there were three weeks without rain and
another four weeks with but a trace. This deficiency in rainfall
continued into May and June. In fact only 9.13 inches were
recorded as falling in the first half of the year. Thereafter, there
was no week without rain and in the following six months, 23.73
inches fell, giving a total of 32.82 inches for the year, a figure well
above average, and over 12 inches in excess of the fall for 1959.

Flooding was not serious, although surcharging did occur at
one period in the lower reaches of Willersley Avenue. More severe
