HOUSING (TOWN PLANNING, &c.) ACT, 1909.
During the year 52 houses were inspected under the Housing
(Inspection of District) Regulations, and the defects at 24 of these
were remedied by the end of December.
The work at 174 houses previously reported upon was also completed
during the year.
The repairs in many cases were proceeded with slowly, and in
the case of cementing of walls, defective paving, &c., this work
has to stand over until favourable weather, when it can be more
effectually carried out.
The matter found requiring most attention was, as in the past,
that of dampness, and this arises from various causes, such as the
want of proper damp-proof courses, defective eaves' gutters and
roofs, rainwater down-pipes, pervious brickwork, &c., and this
latter defect was one of the chief causes of dampness.
Houses unfit for Human Habitation. The three houses at
Foots Cray known as "Thorn," "Fern," and "Picketts Cottage,"
reported upon last year, and in respect of which Closing Orders
under Section 17 of the Housing, Town Planning, &c. Act, 1909,
were served, are still vacant.
Repairs have been undertaken by the owner of two of the cottages
to render the premises fit for human habitation, but the works
have not yet been completed.
Summary of Defects. The following is a summary of the
defects found and matters reported upon under these Regulations:—
Dampness, caused by the want of or insufficient dampproof
courses, porous brickwork, defective eaves'
gutters and rainwater down-pipes, defective
roofs, &c., &c. 50
