5. Dental Treatment.
The provision of dental treatment is the largest item of
expenditure under the heading of treatment, and only a small
amount is recovered from the parents at present. (See Minute
of Education Committee, loth June, 1920. Given below.)
The figures given above of expenditure on treatment do not
include the rent of premises or other establishment expenses.
The premises are provided for the work of Medical Inspection
and it is probable that in allocating the total cost of the School
Medical Service the Board would not approve of any part of
the expenditure on such items as rent, rates, taxes, heating,
lighting, and cleaning, being included under the heading of
"Treatment," such expenditure being necessarily incurred in
carrying out the work of School Medical Inspection as distinct
from treatment.
The rules at present in force for the recovery of cost of
treatment are based on the following Minutes of the Education
Committee:—
Extract from Minutes dated 21st May, 1913: —
General Medical Treatment.
"The Committee having received a report by the
School Medical Officer hereon, recommend that no charge
be made to parents for medical treatment."
Extract from the Minutes of the Committee held on 15th
June, 1920: —
Dental Treatment.
"The Committee approved the following scale of
charges for treatment of children at the Dental Clinic: —
(a) Fillings and Extractions—Free.
(b) Regulation Plates and Crowns—At cost price.
(c) Artificial Dentures—At cost price.
In the case of (b) and (c) an increase of 10 to 20 per
cent. on the cost price to be charged in certain cases, depending
on the circumstances of the patient, in order to
defray incidental expenses.
