Medical Officer of Health.
Sir,—I herewith beg to submit to you a Report of the
work done under the Factory and Workshops Act, during the
year.
Owing to the appointment of Miss O' Kell in March 1902,
to Paddington, 9 out of the 12 month's work has been executed
by me.

In addition to these workrooms there are the rooms
occupied by outworkers, which represent various firms of
dressmakers, furriers, outfitters, tailors, and upholsterers
situate in several Metropolitan Boroughs; and they include
besides the trades mentioned, gold-beaters, lace-cleaners,
laundresses, silk-winders, marqueterie workers, etc. The
lists of outworkers are received from the different firms in
the Borough twice during the year, according to the provisions
of the Factory and Workshop Acts; and they contain for
the most part the names of families living in one to three
rooms, with the foreign element much in evidence, and which
shows itself not the least in a frequent disregard of all laws
of cleanliness and health.
