As the Corporation act, as agents under the terras of the Diseases of Animals Act 1950 for
18 London Boroughs, your Officers have been responsible for licencing such movements. From the
18th November to the end of the year over 900 licences have been issued. Mainly these were
movements to slaughterhouse premises in Bromley, Bexley, Greenwich and Islington. Other movements
have been for breeding etc. and it has been necessary for your Officers to visit premises to
ensure that the terms of the licences so issued have been strictly adhered to.
In addition to the above the Department has dealt with many enquiries from stock owners,
police, etc., and on occasions have acted for the Ministry of Agriculture, Fisheries and Food at
their request checking on the movement of possible contact animals.
Staff changes comprised the retirement of Mr. V.O. Gubbins as Diseases of Animals Act
Inspector in May on reaching the age of 65 years, the appointment of Mr. E.H. Kilby as a part
time Inspector, combining this work with office duties and the engagement of Mrs. Scofield as a
clerical assistant.
I should like to take this opportunity of expressing my appreciation to all the staff for the
very efficient way they have carried out their duties especially in view of the Foot and Mouth
disease epidemic which entailed much extra work often carried out from their homes over the
weekends.

NATIONAL HEALTH SERVICE ACT, 1946
The Common Council of the City of London is responsible for services as set out in Sections
21 to 29 of the National Health Service Act, 1946. The Greater London Council is responsible
for the administration of all ambulance services within the Greater London area under Section 27
of the Act.
SECTION 21 - HEALTH CENTRES
There are no such Centres in the City of London.

SECTION 22 - CARE OF MOTHERS AND YOUNG CHILDREN

There were no (1) notified cases of congenital defects recorded during the year.
