(4) A suggestion to the London County Council to arrange, if practicable,
that beds for the purpose of observations, &c., should be available at
St. Bartholomew's Hospital.
(5) Negotiations to be entered into with the London Insurance Committee
with a view to an arrangement between that Committee and the City
Corporation; and
(6) A decision to be arrived at as to whether the Dispensary should be so
organised as to be available for non.resident workers in the City as well as the
resident population, in which event it would also be necessary to decide:—
(a) Whether the cost of treating such patients shall be regarded as a City
obligation, and
(b) Whether the outside Councils within 20 miles of London shall be
notified that the City Corporation is prepared to give facilities for
residents in their respective districts who may be working in the City,
and who require assistance from such an Institution as that which the
Corporation are proposing to provide.
(7) Steps to be taken to obtain the approval of the Local Government

ANTHRAX (IN MAN).
During the year, there has been one instance reported of a City worker dying from
Anthrax.
Deceased was a casual labourer who, on December 5th, was employed at Three
Cranes Wharf, Upper Thames Street, to replace some horsehair in bales which had
been opened for inspection by a customer. He was again employed at the same
warehouse on the 9th, 11th, 13th, 15th and 16th of December. He was taken ill on
the 19th, removed to hospital on the 20th, and died on the 21st December.
There was no evidence to show that the deceased contracted the disease at the
warehouse in question,
Copies of the Anthrax Order were exhibited, and lavatory accommodation
provided.
Suggestions were made to the owner with regard to periodical cleansing of the
place.
ANTHRAX (IN ANIMALS).
The circumstances attaching to a case of Anthrax notified to me on the 23rd
December by the Veterinary Inspector under the Diseases of Animals Act, are
sufficiently unusual to merit mention in this Report.
The animal—a cow, being taken to the slaughterhouse—dropped on the street near
the Islington Cattle Market about midnight on the 21st December and was there bled,
and the carcase removed on a float to the Aldgate Slaughterhouses.
