OUTWORKERS.
•
The names of outworkers in the City notified on the statutory returns
made in February and August, 1907, reached a total of 491. These
names represent 197 outworkers, 47 of whom had been notified in previous
years and were already on the register, the remaining 150 were newly
notified as outworkers, though the majority of them were already on the
Workshop Register.
In addition to the actual outworkers, the numbers notified include 11
contractors and 5 persons to whom work was given out, but whose trades
were not on the schedule ; these were printers, engravers, and makers of
leather goods.
208 names have been taken off the Register owing to the workers having
moved or given up work, or to wrong notification, the premises having been
found on inspection to be warehouses. There are also several cases of an
outworker being notified under several names by different employers.
In view of the fact that that part of the Home Office Return which deals
with outworkers is headed " Home Work," it is necessary to point out that
the number of outworkers carrying on work in their own homes is only 49,
15 being occupiers of workshops, 25 of domestic workshops, and 9 being
occasional workers, i.e., those whose " labour is exercised at irregular intervals
" and does not furnish the whole or principal means of living to the family,"
and who are consequently exempt from the provisions of the Factory and
Workshop Act.
There has been no occasion to take action under section 108 or sections 109
and 110 in Factory and Workshop Act, 1901, with regard to any outworker's
premises during the past year.
♦
The following Table shows the number of places in the City where work is
carried on by " outworkers."
