" 2. The list of outworkers required to be kept by Section 107 and the copies
" thereof shall be kept and made in the form and manner and with the particulars
" shown in the Schedule hereto.
'' 3. This Order may be referred to as the Home Work Order of the 23rd May,
" 1907.
" 4. The Home Work Order of the 15th August, 1905, is hereby revoked.
" H. J. GLADSTONE,
" One of His Majesty's Principal
"Home Office, Whitehall, " Secretaries of State."
" 2Srd May, 1907."
The Order issued prior to the above with regard to this question was dated
loth August, 1905, and that now under review differs only so far as the
addition of trades which experience has proved could with advantage be added
to the list.
These trades are printed in italics.
The principal object aimed at in the outworker Clauses of the Act is, of
course, the prevention of the spread of disease, and it may be of interest to
explain the system in its operation.
Persons engaged in certain specified trades are required to send to the
Local Authority in which their premises are situated a list of the names and
addresses of all persons employed by them as outworkers. These are forwarded
by the Local Authority to the Borough or District Council in whose
district the outworkers reside or have their place of business ; they are then
registered by them, and in the event of any case of infectious disease occurring
at the premises of an outworker, the fact is forthwith communicated to the
employer, who is required to cease giving out work to the outworker and
receiving work from him, until such time as the local Medical Officer of
Health certifies the premises, Much difficulty was at first experienced in procuring lists from employers,
and it was only after printed notice was issued to each firm concerned a few
days before the Lists became due that an improvement took placed.

The following figures will illustrate what has occurred :—
