" Bakehouses.
"19. To see that no underground bakehouse is used as a bakehouse unless
"it was so used at the passing of the Act.
"20. To see that bakehouses are not improperly occupied, having regard
" to various requirements enumerated in the Act.
"21. To see that no sleeping place exists on the same level (or floor) as a
"bakehouse, except on certain conditions specified in the Act.
"22. To see that the walls and ceilings of bakehouses are lime-washed,
"&c., 'at least' twice a year.
"23. To very carefully inspect all underground bakehouses, to ascertain their
"suitability for that purpose, as regards ' construction, light, venti"
'lation, and in all other respects,' and to certify as to their condition.
"24. To see that all unsuitable bakehouses, situated underground, are
"discontinued after Januarv 1st, 1904.
"For the purposes of their duties with respect to workshops and work"places
under the Act, the Corporation and their Officers, without prejudice
"to their other powers, have all such powers of entry, inspection, taking
"legal proceedings, or otherwise, as His Majesty's Factory Inspector.
" In the case of bakehouses, the Medical Officer of Health is invested under
" the Act with all the powers possessed by His Majesty's Factory Inspector.
"Should the Corporation make default in carrying out the provisions of the
"Act with respect to workshops and workplaces, His Majesty's Secretary of
"State may authorise His Majesty's Factory Inspector to take any action
"which could have been taken by the Corporation, and to recover the costs of
"so doing from the Corporation. The Factory Inspector has similar powers
"with respect to nuisances in factories, but in this case he is empowered to
"act upon his own responsibility.
"It will be at once evident that the first step must be the compilation of
" the ' Register of Workshops and Workplaces.'
"In order to estimate what amount of work this would entail upon your
" Staff, the registration was commenced during 1901.
"The list of workshops on the books of His Majesty's Inspectors was taken
"and copied into special registers, each District being kept distinct.

"At present there are 1,452 firms on the list, located as under:—
