ANNUAL REPORT OF THE MEDICAL OFFICER OF
HEALTH FOR THE YEAR 1902.

Gentlemen,
In presenting my third Annual Report as Medical Officer oF Health
for the City of London, it may be advantageous to briefly summarise the
more important changes made during the year under review for perfecting the
work of the Sanitary Department.
Factory and
Workshop
Act, 1901.
The statutory requirements of the recent Factory and Workshop Act
have, as anticipated, thrown great strain upon the Department, and necessitated
the appointment of additional officers. Full particulars of the special
work done in connection with the sanitary conditions of bakehouses, kitchens,
and restaurants, which are workplaces within the meaning of the Act, will be
found in the body of this Report.
Woman
Sanitary
Inspector.
An important new departure was the appointment of a Woman Sanitary
Inspector, whose duties are chiefly confined to the supervision of the sanitary
accommodation provided in places where women are employed, both in
workplaces, private offices, and other business premises.
This step has. proved a success, and has tended to much improve the
conditions under which a large number of women are engaged in earning a
living in the City.
Bacteriologist.
The appointment of an official Bacteriologist has more than justified the
recommendation of your Medical Officer. In the course of the year
Dr. Klein, Bacteriologist, has conducted several important investigations at
the instance of the Corporation. These inquiries embraced the subjects of
Tuberculosis and Milk Supply, Anthrax, Ice Cream Poisoning, and the
Pollution by Sewage of Shellfish.
Artizans'
Dwellings,
Stoney Lane.
Measures have been taken for reconstructing the sanitary accommodation
provided for the tenants at the Artizans' Dwellings, Stoney Lane, in addition
to which properly arranged bath rooms are now in course of erection.
