Schemes under Part I. of the Housing of the Working Classes Act.
In respect of schemes already undertaken progress was made in the purchase of property
for the clearance of the areas and in the erection of dwellings. The following areas may be
specially referred to—
Garden.row scheme, Finsbury.— On the 27th January the Housing of the "Working Classes
Committee reported that the Secretary of State had given his consent to the erection of dwellings
on the Robey.street site for 490 persons, and on the 8th December the Council accepted a tender
of £18,861 for the erection thereon of Wenlake.buildings, to consist of two blocks of five.storey
balcony dwellings for 496 persons in 25 tenements of two rooms, 45 tenements of three rooms,
15 of four rooms, and one cottage of three rooms.
Webber.row, King's Bench.walk and Wellington.place scheme.— On the 8th December the
Council resolved to ask the Home Secretary to modify this scheme so as to place an obligation
on the Council to provide for the accommodation of 2,500 persons in lieu of 903 persons as
required by the scheme.
Clare.market scheme.— On the 20th May the Housing of the Working Classes Committee
reported that Siddons.buildings, Russell.court, were nearly completed. A portion of these
buildings had been leased for the purposes of a home for working girls. On the 23rd June the
Committee reported Stirling.buildings ready for occupation. The two buildings provide accommodation
as follows— Siddons.buildings, 5 tenements of one room, 20 tenements of two rooms,
and 15 tenements of three rooms; and Stirling.buildings, 4 tenements of one room, 8 tenements
of two rooms, 18 tenements of three rooms, and 5 tenements of four rooms.
Schemes undertaken by the Council under Part II. of the Act.
Mill.lane scheme, Greenwich.— On the 3rd November the Housing of the Working Classes
Committee reported that the erection of Carrington House, a lodging.house for men, was nearly
completed.
Schemes undertaken by district authorities under Part II., the Council contributing to the cost.
King Johns.court scheme, Stepney.— On the 3rd February the Council approved plans submitted
by the borough council for dwellings for 132 persons in 12 tenements of three rooms and
15 tenements of two rooms. The number of persons displaced by the scheme was 49.
Fulford.street and Braddon.street scheme, Bermondsey.— On the 10th March the Council
consented to a modification of this scheme so as to enable the borough council to clear the whole
area at once and proceed with the erection of artisan's dwellings. On the 17th March the
Council approved plans (subject to slight modification) submitted by the borough council, and
which provided for the accommodation of 980 persons in the area. On the 17th November the
Council gave consent for a modification of the scheme, which was found to be necessary so as
to enable 980 persons to be accommodated on the area, instead of 550, as originally provided
in the scheme.
Proceedings of the Council under Part III. of the Act.
Site on west side of Brixton.hill.— On the 17th February the Council decided to purchase
for £7,000 a site on the west side of Brixton.hill, on which could be erected three blocks of five.
storey buildings providing accommodation for 620 persons in 60 tenements of two rooms, 50 of
three rooms, and 10 tenements of four rooms.
Wedmore.street site, Upper Holloway.— On the 26th May the Council approved an estimate
of £32,600 for the erection of Wessex.buildings by the Works Department. The buildings will
consist of two blocks providing accommodation for 710 persons in 50 tenements of three rooms,
100 tenements of two rooms, and 5 tenements of one room.

White Hart.lane estate, Tottenham.—On the 30th June the Council accepted a tender of £35,519 15s. for the erection of 141 cottages on section A of this estate. The average number of persons and cottages per acre are respectively 217.5 and 30.5. The cottages consist of three classes as shown in thei following table—

On the 28th July the Council accepted from Sir Samuel Montagu, Bart., a sum of £10,000,
and adopted a scheme for the allocation of this sum to about twenty.five acres of the White Hart.
lane estate to be used for all or any of the following purposes— (a) the erection of lodging.
houses; (6) the provision of gardens, trees and other amenities in connection with "lodging.
houses "; (c) the maintenance of the houses, gardens, and trees.
