Report of the Medical Officer of Health.
"2.We recommend that a dispensary for the treatment of
Tuberculous patients be established by the Council, and be under
the control of the Medical Officer of Health."
The above report was referred back to the Committee with
the view of further information on the subject being supplied to
members of the Council.
This report was again brought before the Council on the
4th October, but it was again rendered back to the Committee
for further consideration.
On the instructions of the Committee the following report
was made and sent to all members of the Council.
After a recapitulation of the methods adopted by some
Authorities which appeared in my Report for 1910 the report was
as follows:—
"II.—The Dispensary would be the centre where all the
measures for the prevention and cure of the disease would be
centralised.
"III.—As has been stated by the late Medical Officer to the
Local Government Board, in a preface to a report on Tuberculosis
Sanatoria by Dr. Bulstrode, whatever be the precise value of sojourn
in a sanatorium, there can be no question that the average of
lasting benefit would be materially increased were a system of
selection generally adopted for securing as inmates persons in the
earlier phase of their malady. This want a Tuberculosis Dispensary
would supply, but in addition it would enable the Authority to
carry out more completely other measures for dealing with the
disease.
"IV.—The measures which are at present carried out are :—
(1.) Notification.
(2.) Visiting cases, leaving card of advice, and exercising
a certain amount of supervision over those treated
at home.
