Report of the Medical Officer of Health.
"(e) We are strongly of opinion that something should be
done with the view of assisting persons suffering from the disease.
A Tuberculosis Dispensary, established by the Council, under the
supervision of the Medical Officer of Health, on the lines of a
similar institution recently established at Portsmouth, could be
conducted at a cost of about £700 per annum ; and we understand
that such an institution would receive the hearty support of the
medical profession in the district. Patients in the early stages of
Consumption could thus be treated while still following their
occupations, and probably prevented from becoming chargeable
to the rates.
"(f) The Medical Officer of the Local Government Board, in
a memorandum on the administrative measures against Tuberculosis,
states with regard to the Tuberculosis Dispensary
'The object of this institution is to secure early diagnosis
for patients suspected to be suffering from Pulmonary Tuberculosis,
and to direct their treatment in the light of knowledge
not only of their medical, but also of their domestic and
industrial needs. The ideal of the dispensary implies, therefore,
a careful system of domicilary visitation and investigation.'
