(i) That where the telegraph poles, fire-alarm posts, and underground,
wires are placed in parish roads under the care of the Council, the
work of permanently reinstating the public way repairable by the
Council be executed by the Council, and the cost thereof repaid by
the Post Office authorities, in accordance with the scale of prices
agreed to in the letters from the Postmaster-General, dated 9th May,
1903, and 4th April, 1908.
In connection with this matter, it may be mentioned that in
several recent cases in other Boroughs where the local authority
objected altogether to the erection of overhead telegraph lines, the
Postmaster-General, on appeal, obtained the necessary permission
to place the wires overhead in the streets referred to in his application,
his offer to compromise the matter by laying some of the
wires underground having been refused. In some cases an order
was made for the wires to be placed underground if the local
authority would pay the additional expense.
Southfield
Slop Shoot.
87. Arrangements have been made with the owner of adjoining
land for the straightening of the irregular
boundary at the southern end of the Council's
Southfield slop shoot. The exchange of lands was effected by an
order of the Board of Agriculture. The old boundary followed
the old course of the river Wandle, and this has been filled in
and a fence erected on the new boundary.
Sulina
Road Depot.
88. The Council having discontinued the use of the small
depot in Sulina Road, Streatham, held under agreement
expiring Lady Day, 1912, arrangements were
made for the Council to be released from the agreement, and
possession of the depot was given up in March last.
Conference on
Educational
Matters.
89. The annual Conference on educational matters between
Members of the London County Council and
Managers of Public Elementary Schools in the
Battersea, Clapham, and Wandsworth Electoral
Divisions, to which the Members of this Council's Education
Committee were also invited, was held in November. A number
of Resolutions were passed and forwarded to the London County
Council, among them being one on the subject of the cost of
education, in which it was suggested that the greater proportion ot
the cost of national education should be met by increased
Government grants.
