also received during the year of danger caused by the excessive
speed at which motor vehicles travelled along Streatham High
Road and Mitcham Lane. After full consideration the Council
came to the conclusion that it was not desirable that any reduction
should be made in the speed limit for motor traffic there,
the subject of the complaints being a matter which, in the view of
the Council, should be dealt with by the police.
Boiler Skating
in Streets.
56. In view of a fatal accident said to have been caused by
roller skating in High Street, Clapham, the
Borough Council repeated its application, made to
the London County Council in April, 1910, for a Bye-Law to be
made dealing with roller skating in streets. The County Council
has not, however, yet made the proposed Bye-Law.
Woodpaving
Fund.
57. During the financial year ended 31st March last, woodpaving
works were carried out in a number of main
roads in the Borough. The cost of these works
was £14,965, which, together with the sum of £3,337 for repayment
of, and interest upon, loans in respect of works carried out
in former years, was borne by the Woodpaving, &c (Short Loans
Substitution) Fund. As reported last year the sum of £3,000
was allocated to the Fund from the ordinary estimates, but even
with this assistance there was only the small balance of £650 to
the credit of the Fund at the end of the year. In view of the
extensive woodpaving works required to be executed in the near
future in connection with the construction of tramways, and the
expense of ordinary repairs and renewals, the Council decided to
increase the rate levied for the purposes of the Fund from 1½d. to
2d. in the so as to place it on a more satisfactory footing. It
was, however, found possible to make such a reduction in the
ordinary estimates of the Highways Committee for 1911-12, that
the increase in the rate for the Woodpaving Fund will not
increase the total amount of the rate to be raised for the Committee's
purposes for the current year.
