Representation
of the People-
45. This Bill was again introduced by Sir Henry Kimber, Bart.,
M.P., its object being to make the representation
of the people in the House of Commons more nearly
proportioned to population. The Council petitioned in favour of
the measure, but the Bill did not reach second reading.
Shops 'No. 2).
46. This Bill was introduced by the Home Secretary, and
proposed to amend and extend the Shops Regulation
Acts, 1892 to 1904. The Council petitioned
against the Bill, objecting particularly to provisions which would,
in London, authorise the County Council to exercise the powers
of Sanitary Authorities with reference to the ventilation and the
provision of sanitary convenience in shops, being of opinion that
matters should remain under the jurisdiction of the Borough
Councils. The Bill was withdrawn.
Water Supplies
Protection.
47. The object of this Bill was to prohibit water undertakers
sinking wells or constructing works unless such
wells and works have been expressly approved
by Parliament; to provide that where private supplies are injured
by the abstraction of water for public supply the owner shall be
entitled to compensation; and that any district from or through
which water is conveyed shall be entitled to demand a share of
such water for its own needs. The Council presented a petition in
favour of the Bill. The Bill was considered by a Select Committee
of the House of Lords, but did not reach the House of Commons.
48. No action was taken with reference to the other Bills
above mentioned.
Sir George
Newnes, Bart.
49. The Council regrets to record the death, on the 8th June,
1910, of Sir George Newnes, But., who presented
the Newnes Public Library to the Borough. A fund
was raised by a Committee of residents with the view of providing
a memorial and the Council, in March, 1911, accepted from such
Committee a bust of Sir George, which has been placed in the
corridor of the Newnes Library.
