3.—That this Conference is strongly opposed to the proviso to Clause 25,
Part V. of the Bill (Ice Cream), which provides, in case of default by the
Sanitary Authority, that the County Council may take proceedings as in a
case under the Public Health (London) Act, 1891, the Conference being of
opinion that the granting of this power to the London County Council is
unnecessary and derogatory to the Borough Councils.
4—That this Conference is of opinion that Clause 31 of the London County
Council (General Powers) Bill, 1911, should be strenuously opposed by
the Metropolitan Borough Councils unless the Borough Councils are made
the sole Authorities to exercise the powers sought in the clause in question.
37. Part IV. of the Bill was opposed before the Committee
of the House of Commons by this and other Borough Councils and
others, and the Committee intimated that they were unanimously
of opinion that that part of the Bill should not be proceeded with,
and that the matters dealt with should not be under the sole
control of the County Council. Part V. (which related to ice cream),
which was also objected to by this Council, was withdrawn. The
Town Clerk gave evidence in support of clause 32, and the clause
was passed by the Committee. Clause 33 was opposed by omnibus
companies, and was struck out. The Bill as amended was passed,
and received the Royal assent on the 18th August.
London County
Council (Tramways
and
Improvements).
38. This Bill proposed to authorise the County Council to construct
and work new tramways, to alter and reconstruct
existing tramways, widen streets, and carry
out other works. The Bill did not include any new
tramways or reconstruction of tramways in this Borough. Clause 21
authorises the County Council to acquire and use for the purposes
of its tramways the premises known as 31, Streatham Hill. The
County Council agreed to the suggestion of this Council that a strip
of land in front of the premises should be given up and added to
the public way. Clause 27 extended for two years from the passing
of the Bill the time limited for the compulsory purchase of land
at High Street and York Road, Wandsworth. Clause 31 proposed
to authorise the County Council to erect shelters or waiting rooms
for tramway passengers, and with the consent of the road authority
to use for that purpose portions of the streets. Clause 35 proposed
to authorise the County Council to attach to any lamp-posts, poles,
standards, or similar erections, on highways on or near to the
route of any tramways signs indicating the position of stopping
places. The Conference which considered the General Powers Bill
