to issue notices calling attention to the requirements of the Act,
and to provide the necessary cards for giving notice of births and
forms of return.
The Local Government Board suggested that further steps
should be taken in the administration of the Act. The Council did
not, however, see its way to comply with the suggestion. The
necessary records are being kept, and returns supplied to the
London County Council as required by the Act. Visitation is also
being carried out by the female Sanitary Inspectors.

Subways for
Pipes, &c.
62. The Borough Council, at the instance of the Holborn
Borough Council, considered the subject of the
desirability of asking the London County Council
to obtain for Metropolitan Borough Councils statutory powers,
similar to those possessed by the County Council, to construct
subways under thoroughfares, and to require public companies to
pay rent for the user thereof, in order to obviate the necessity of
breaking up the pavements. This Council decided to support the
proposal, and representations were made to the County Council
accordingly.
Heavy Motor
Traffic.
63. Aldermen Hewett and Penfold were appointed this
Council's representatives to attend a Conference
convened by the Fulham Borough Council, to consider
the subject of heavy locomotive traffic. The Conference
was held on 10th February, 1910, when the following resolutions
were passed, viz. :
"That this Conference of Metropolitan Boroughs of Fulham, Hammersmith,
Kensington, and Wandsworth being of opinion that at present the
roads in their Boroughs are used by owners of heavy motors and traction
engines in such a way as to be a nuisance and to cause damage to the
owners of property and the residents in the districts and to seriously affect
the rateable value of such districts,
Resolves—
(1) To recommend their respective Councils to take legal proceedings
to cause an abatement of the nuisance.
(2) For this purpose, if necessary, to take joint action.
(3) To supply one another with any evidence or information in their
possession."
