opinion of this Council equal pensions on a contributory basis would be
most in the public interest."
51. The Council was also of opinion that in London Local
Pension Committees should be appointed by the Borough Councils
instead of the County Council. This suggestion was not adopted,
and the London County Council appoints the Local Pension Committee
for the County of London which has been divided into
thirteen districts, for each of which a Sub-Committee has been
appointed. This Borough and the Borough of Battersea form one
district, and the Sub-Committee consists of two Members of the
Local Pension Committee, one representative of this Council, one
representative of the Battersea Borough Council, and five other
Members appointed by the Local Pension Committee. Alderman
Anderson is this Council's representative and has been elected
Chairman of the Sub-Committee.
52. This Bill was introduced by Sir Henry Kimber, Bart.,
M.'P. Its object was to make the representation
of the people in the House of Commons more
nearly proportioned to population by giving to every constituency
containing a population of more than 65,000 per member an additional
member for every complete 65,000 in excess of the first
65,000, and by enlarging every constituency containing less than
50,000 per member to bring it up over that number, but not over
100,000 per member. This Council petitioned in favour of the
Bill, which, however, did not reach second readings
Representation
of the People.
53. This Bill, introduced in 1908, provided that where any
Corporation aggregate, or joint stock or other
companv, is in occupation of any land or tenement
of the yearly value of not less than 10, an officer
of such Corporation or Company shall be entitled to be entered in
the Local Government Register of Electors and to vote in any
election except for a Member of Parliament. This Council
approved of the principle of the Bill, but were of opinion that the
representation of Companies and Corporations should be in proportion
to the rateable value of the premises occupied by them.
The Bill passed the House of Lords, and was read a first time in
the House of Commons, and then dropped. The Bill has been
introduced again this Session, and the Council has petitioned in
favour of it.
