162. The Highways Committee having decided not to purchase
any horses to replace those which were no
longer suitable for the Council's work the number
of vacancies at the stables at Clapham and Putney greatly increased.
The Committee considered the subject of the desirability
of filling up these vacancies and in connection therewith a
report by the Surveyors as to the cost of hiring horses under contract
as compared with the cost of maintaining a stables establishment.
In order to assist the Committee in their deliberations
tenders were obtained for the supply of horses on hire at each of
the stables on conditions similar to those of the existing contract
for the hire of horses for dusting work at Tooting. After full
consideration of all the circumstances the Council upon the recommendation
of the Committee decided to discontinue its horses
establishment and to accept the tender of Messrs. Phillips, Mills
and Co. (the lowest received) for the hire of the horses required.
The new contract is for a period of five years from the 1st
May last. The contractors feed and shoe the horses, supply new
harness and maintain the same, and provide a foreman. The
Council allows the contractors the use of the stables and cottages
rent free and provides a supply of water and light thereto. The
contractors are bound to supply a sufficient number of horses at
each of the stables and the Council only pays for those actually
used. The Committee after obtaining an independent valuation
-of the Council's horses arranged for their sale to Messrs. Phillips,
Mills and Co., upon terms advantageous to the Council.
