suspending the increases if he considers that the premises are not in
all respects reasonably fit for human habitation, or otherwise not in
a reasonable state of repair. He will be required to satisfy the
County Court by a report of the Sanitary Authority, or otherwise
that his application is well founded, and for this purpose is entitled
to apply to the Sanitary Authority for a certificate."
Nine applications were made to your Authority during the
year, and in six instances certificates were granted.
It is the practice in Stoke Newington, on application being made
for a certificate under the above Section, for an inspection of the
premises to be made and an intimation notice served on the owner
or occupier for any nuisance or repair which can be dealt with under
the Nuisance Section of the Public Health (London) Act, 1891, and
Housing Acts.
FACTORIES AND WORKSHOPS.
During the year under review, every factory, workshop and
workplace in the Borough was inspected, and on the whole a good
general sanitary condition was found. The factories, however,
had been allowed to fall into a dirty condition so far as the walls
of the workrooms were concerned, the laxity of the war period
causing this. Notices were served, and matters have now been
remedied. An all-round improvement should be maintained. A
large number of refreshment rooms and eating houses were inspected.
On the whole, the kitchens were kept in a cleanly condition, and in
no case was unsound food found upon the premises.
One hundred and ninety-four outworkers were notified from
firms whose places of business are in Stoke Newington. Of these
out-workers 67 dwelt in Stoke Newington. Seven hundred and
ninety-seven notifications of out-workers were received from
Medical Officers of Health of persons residing in Stoke Newington,
but who work for firms in other districts. Therefore, there are at
present 864 out-workers dwelling in Stoke Newington.
The outworkers Lists from the various firms in the Borough
employing outside labour were dealt with.
