COMMON LODGING HOUSES.
These places are controlled by the London County Council under by-laws
which give powers of inspection both by day and night. They are licensed
annually, and therefore their keepers or owners are more amenable to control,
and obey the by-laws more carefully than do the owners of any other class of
lodgings.
They number 49 in Islington, of which 39 are licensed for men, 8 for
women, and 2 for married couples.
