Underground Rooms.— During the year, 1,456 written undertakings
(informal in character) were given by owners or by tenants that certain
rooms in basements would not be occupied in a manner contrary to the
provisions of the Housing Acts or Regulations made thereunder.
The Town and Country Planning Act, 1932—Interim, Development
Order.—In May, the London County Council intimated that it proposed
to consider a resolution to prepare a town planning scheme for that part
of the County of London not then subject to such a resolution and asked
for the observations of the City Council upon the proposal.
The City Council considered that very special care should be taken in
preparing the details of any scheme affecting Westminster, and that each
street, and, in the most central parts, each set of premises, should be
separately considered, so that the provisions of the scheme should be
appropriate and that any uncertainty as to the form of development should
be reduced to a minimum.
In view of the importance of the matter the City Council retained
three well-known town planning consultants to prepare a joint report upon
the whole City.
