In June last, the Minister of Health approved certain amendments
of the bye-laws with regard to houses let in tenements which were made
by the County Council in February. These particularly applied to
decontrolled houses and allowed clauses which in the principal bye-laws
were suspended whilst the Rent Restrictions Acts were in force and had
reference to:—
Repair, lighting and the ventilation of staircases.
Ventilation of passages.
Provision of W.C. accommodation.
Accommodation for washing clothes.
Accommodation for the storage, preparation and cooking of food.
Paving of yards.
Increased air-space in sleeping rooms.
A suspended bye-law dealing with the stability of tenement houses
and which is enforced by the County Council was also put into force.
(6) Underground Sleeping Places.
(7) Butchers' Shops and Stalls.
(8) Dairies and Milkshops.
(9) Ice-cream Premises.
(10) Bakehouses.
(11) Workshops and Workplaces.
(12) Rag-and-Bone Dealers.— There are 13 premises in the City in
which this business is carried on. No matters requiring attention by the
Department have arisen during the year.
(13) Fried-fish Shops and Fish Curers.
(14) Street Traders Dealing in Foodstuffs.

foregoing list, other than Nos. 5 and 12, may be found under the appropriate
headings elsewhere in this report.
Other Sanitary Conditions requiring Notice.
Rag Flock Acts, 1911 and 1921.— There are no premises in the City
which come within the provisions of these Acts.
Fouling of Footways by Dogs— By-law.—Five cases of infringement
of the By-law were reported to the Council by the Commissioner of Police.
Summonses were issued against all of the offenders and two of them were
ordered to pay the maximum penalty of 40s., one of the others was fined
30s. and the remaining two 10s. each.
