to provide a site. This somewhat obvious fact requires reiteration, in
view of the frequently repeated demands to build more houses for Westminster
workers. This must also be borne in mind in connection with
clearance schemes under the Housing Act, 1930. Housing accommodation
must be provided or available for the tenements from any area scheduled
to be dealt with as a clearance area.
The Ebury Bridge Estate has been used for the purpose of providing fit
and proper dwellings for those who were living in overcrowded or other
unsanitary conditions. In many cases the Council transferred their old
tenants from Regency Street Dwellings to the new estate, and offered the
vacated flats to those applicants whose housing conditions were
undoubtedly unsatisfactory. Thus, by means of the new estate, 149
families were relieved of overcrowding and 10 were removed from
illegally occupied underground rooms. Similarly, during the year, the
London County Council provided, either in their London Estates or in
those in the outer suburbs, accommodation for families previously
unsatisfactorily housed. The County Council differentiate between those
who apply for rehousing on the grounds of insanitary conditions or
health reasons and those who wish a suburban dwelling because of
improved amenities or other reasons. The former class of applications
require an endorsement by the Medical Officer of Health of the borough
concerned. There were thus housed by the London County Council 22
families from insanitary conditions and 10 others.
During the year 69 Westminster families have been rehoused
in the older dwellings of the City Council.
Re-housing Operations.—During the year 294 families were rehoused
by the City Council and 96 by the London County Council, making a
total of 390 families.
